FHSAA Board of Directors Recap of September Meeting

GAINESVILLE, Fla- The Florida High School Athletic Association’s Board of Directors conducted their first regularly scheduled meeting of the 2025-26 school year on Monday September 22, 2025, in Gainesville.

The Board of Directors elected Superintendent Marcus Chambers (Okaloosa County School District) as its new president and Head of School Paul Selvidio (Community School of Naples) as its new vice president.

Three Student-Athlete Advisory Committee members, Nicholas Santana (Orange Park), Sydney Daniel (Lincoln Park Academy), and Ana-Sofia Laszewski (Chaminade-Madonna), presented to the Board their experience from attending the National Student Leadership Summit this past summer in Indianapolis.

During the report of the Governance Committee, the Board of Directors ratified the Public Liaison Advisory Committee (PLAC) Membership for 2025-26.  PLAC Chairman, Mr. Al Summers presented the 2024-25 PLAC annual report, which the Board approved unanimously.   In other business, the board approved the FHSAA membership application due dates to be moved up a month and approved recommendations modifying language relative to attorneys serving on FHSAA Sectional and Infraction Appeals Committees.

During the report of the Finance Committee, the Board approved the Annual Financial Report, Final Budget for Fiscal Year 2025-26, and the FHSAA Financial Statements for period ending August 31, 2025. The Board also voted unanimously to approve the FHSAA Land Corporation, Inc., Final Budget for Fiscal Year 2025-26, as submitted and the FHSAA Land Corporation Financial Statements for Period Ending August 31, 2025, as submitted. With additional action, the Board approved the transfer of the FHSAA and FHSAA Land Corporation bank accounts and credit cards from Bank of America to Suncoast Credit Union. The Board of Directors also voted to approve the revision of the Turnaround Scholarship Selection Committee, as submitted.

In operations, the Board of Directors discussed rule and procedure changes for several sports. In Baseball, the Board unanimously approved Policy 6.1.3.5, which requires reporting pitch count on MaxPreps and introduces a penalty for noncompliance. In Beach Volleyball, the Board approved Administrative Procedure 4.19.1.1.2, which adds component to the tie-break procedure. Pairs 1-3 are the scoring pairs, pair four will no longer go towards the tie breaker. Also in Beach Volleyball, the Board approves Administrative Procedure 4.19.1.1.5, requiring player jersey numbers to be on the front and back of the uniform, beginning in the 2026-27 school year. For Boys Volleyball, the Board voted to deny a request for a modification to NFHS Rule 9-1-1, which would have allowed students to stand at the end of the bench during a game. The Board also unanimously voted to deny a proposed modification to NFHS Rule 9-5-7, which would have eliminated the center line violation—except in cases where it posed a safety concern or interfered with play. In Track & Field, the Board voted to approve Administrative Procedure 4.14.2.2.4, modifying the number of automatic qualifiers from four (4) to two (2). In Weightlifting, the Board voted to approve Administrative Procedure 4.17.2.2.2.1.1, which modifies the number of at-large qualifiers from sixteen (16) to ten (10). In addition, Weightlifting Regions will increase from Four (4) to Eight (8).

In discussion, Executive Director Craig Damon addressed potential classification modifications, surveying schools for input and scheduling a workshop for the 2026-27 and 2027-28 cycle.

The Board of Directors will convene again on November 2nd and 3rd, 2025. This meeting will be held at the FHSAA Office in Gainesville.
