A non-traditional student is a student who does not physically attend the school at which he/she desires to participate in athletics. Florida Statutes and FHSAA Bylaws permit a non-traditional student to participate based on his/her non-traditional type.
A home education student must be enrolled in the Home Education Program with the school district in which he/she resides.
Where can a home education student participate?
A home education student may participate for any public school in the school district in which he/she resides, the public school he/she could choose to attend in accordance with the district’s controlled open enrollment procedures (including a charter or lab school) in another school district, may develop an agreement to participate for a private school, or a home education cooperative.
What paperwork is required for participation?
A home education student must complete and submit the EL2, EL3, GA4, EL7 and E7V. If the home education student has chosen a public school through the district’s controlled open enrollment procedures, he/she must also complete the EL14.
Where can a Personalized Education Program student participate?
A PEP student may participate for any public school in the school district in which he/she resides, the public school he/she could choose to attend in accordance with the district’s controlled open enrollment procedures (including a charter or lab school) in another school district, may develop an agreement to participate for a private school, or a home education cooperative.
What paperwork is required for participation?
A PEP student must complete and submit the EL2, EL3, GA4, and EL15. If the PEP student has chosen a public school through the district’s controlled open enrollment procedures, he/she must also complete the EL14.
A charter school student may only participate in athletics for another school if his/her charter school does NOT offer the sport in which the student wishes to participate.
Where can a charter school student participate?
A charter school student may participate for his/her home-zoned public school, the public school he/she could choose to attend in accordance with the district’s controlled open enrollment procedures (including another charter or lab school), or may develop an agreement to participate for a private school.
What paperwork is required for participation?
A charter school student must complete and submit the EL2, EL3 and GA4. If the charter school student has chosen a public school through the district’s controlled open enrollment procedures, he/she must also complete the EL14. The participating school may also request completion of the EL16.
A special or alternative school student may only participate for another school if his/her special or alternative school is operated by the school district and offers NO athletic program. The special or alternative school must also be authorized by the district superintendent each year.

A Virtual School student must be enrolled in a full-time virtual instruction program, including the full-time Florida Virtual School program, a full-time school district virtual instruction program, or a full-time virtual charter school. A student enrolled in the FLVS Flex program is considered home education and must be registered as such.
