Composition and Purpose
The FHSAA Representative Assembly meets annually to consider proposals to amend the Association’s Bylaws. The Assembly consists of 39 delegates – sixteen (16) public high school delegates elected respectively from every two legislative divisions combined, eight (8) private high school delegates elected respectively from every four legislative divisions combined, two (2) middle school delegates elected from administrative sections 1 and 3 or administrative sections 2 and 4, one (1) district superintendent from each administrative section, one (1) district school board member from each administrative section, two (2) home education representatives, two (2) charter school delegates elected from administrative sections 1 and 3 or administrative sections 2 and 4, and the Commissioner of Education or his designee. The Representative Assembly must act only upon those proposals submitted by member schools, the Board of Directors, the Executive Director, or any one of the Association’s advisory committees. The Representative Assembly, acting as a whole, cannot develop its own proposal for consideration. Any proposal receiving a two-thirds majority vote by the Representative Assembly will be recommended to the Board of Directors for adoption.
